Council of Europe Supports Training Course on Countering Hate Speech in Spain

The Anti-discrimination Cooperation (ADCU) and Hate Speech, Hate Crime and Artificial Intelligence (HSCU) Units run extensive programmes of cooperation activities to help combat discrimination, hate speech and hate crime, as well as support the empowerment of minorities, the positive management of diversity and respect of human rights, including in the deployment of digital technologies, algorithmic and artificial intelligence systems.

In collaboration with OBERAXE, the Spanish anti-racism equality body, the Council of Europe co-organized a training course on countering hate speech through human rights narratives.

Held in Madrid, the event brought together civil society experts and practitioners from Spain to equip them with effective strategies for combating hate narratives targeting migrants and minorities.

Drawing upon the Council of Europe’s Toolkit for human rights speech, and its Recommendation on Combating Hate Speech, the training focused on developing practical approaches to address hate speech.

By fostering dialogue and knowledge exchange among civil society representatives, the event aimed to enhance efforts to promote tolerance, diversity, and respect for human rights in Spain.
